China says yuan will be more flexible: report

China's central bank governor hinted in comments published Saturday that authorities would loosen their grip on the Asian powerhouse's tightly controlled currency by widening its trading band.

Beijing's trading partners have long criticised its yuan exchange rate, saying it is kept artificially low, fuelling a flow of cheap exports that have helped trigger massive trade deficits between some countries and China.

But Beijing defends it, saying authorities are moving gradually to make the yuan more flexible.

"In terms of future direction, exchange rate fluctuations will widen", Zhou Xiaochuan, governor of the People's Bank of China, said in an interview with weekly magazine Caixin.

The yuan is currently allowed to trade 0.5 percent on either side of a midpoint price set by the central bank every trading day.

Zhou's comment indicates the yuan may fluctuate further in the future but not necessarily appreciate as is demanded by China's trading partners, including the United States.

His comment comes after China pledged Wednesday that it will continue to make the exchange rate more "flexible".

The US Treasury said earlier in December that the yuan had risen 7.5 percent against the dollar in the 18 months since Beijing began allowing a managed appreciation, and by 12 percent if China's high inflation rate was figured in.

Nevertheless, it called the level of appreciation "insufficient" and said more progress was needed.

Zhou also said in the interview that China's trade surplus may exceed $150 billion in 2011, compared to the $183.1 billion recorded in 2010.

He cautioned that China faced an uncertain outlook, pointing for example at the unknown impact of falling property prices on the economy.

Recent data has indicated that export-driven China is slowing, and Beijing is under pressure to further loosen monetary policies to prevent a painful hard landing.

China's economy is expected to grow 9.2 percent in 2011 and 8.9 percent next year, which would be the slowest pace in more than a decade, a state-run think tank said earlier in December.

Obama?s War on U.S. Energy

By Alan Caruba

The Iowa caucuses tell us that the campaign season is now upon us. While we focus on the Republican candidates, there will likely only be one Democratic candidate for president. If you still need a reason to defeat Obama in 2012 consider his administration?s intense effort to deprive America of the energy it needs to function and compete in the world.

If a foreign nation had launched an attack on America to destroy its coal-fired plants, to shut down its coal mines, and to thwart its ability to drill for oil and natural gas, we would be at war with it.

Obama is at war with America. Between the waste of billions squandered on ?Green? energy and the attacks on all aspects of the energy industries in America, the one reason to defeat Obama is your ability to turn on the lights, turn on your computer, and ensure that American business and industry has the energy necessary to exist and compete.

Just try to imagine what your life would be without adequate, reliable electricity.

As a Wall Street Journal editorial recently warned, ?Last week the Federal Energy Regulatory Commission convened a conference on the wave of Environmental Protection Agency rules that are designed to force dozens of coal-fired power plants to shut down?despite warnings from expert after expert, including some of its own, the FERC Commissioners refuse to do anything about this looming threat to electric reliability.?

The North American Electric Reliability Corporation (NERC) warned that ?Environmental regulations are shown to be the number one risk to reliability over the next one to five years.?

The editorial noted that ?For the first time in U.S. history, net coal capacity is in decline. On top of 38 gigawatts of generation that is already being run below normal levels or slated for early retirement, NERC predicts another 36 to 59 gigawatts will come offline by 2018, depending on the ?scope and timing? of EPA demands. That could mean nearly a quarter of all coal-fired capacity.?

It is coal-fired plants that currently provide fifty percent of all the electricity generated in America! The EPA is feverishly trying to force a quarter of that capacity offline. Why? Because the EPA claims that these plants are ?polluting? the air. The air in America has never been cleaner. The EPA demand for cleaner air is a bludgeon being used to deprive America of its ability to function.

America has more than 497 billion short tons of recoverable coal (not counting Alaska) or nearly three times as much as Russia, which has the world?s second largest reserve. According to the Institute for Energy Research, ?America?s recoverable coal resources are bigger than the five largest non-North American countries? reserves combined,? i.e., Russia, China, Australia, India and the Ukraine.

The Obama administration? delayed the proposed Canadian Keystone XL pipeline that would provide more oil for America?s needs. It imposed an illegal moratorium on oil drilling in the Gulf of Mexico. While China drills for oil off the coast of Cuba, access to offshore oil is restricted on both the East and West coasts of America and, of course, in the Arctic National Wildlife Refuge. According to the Department of Interior?s 1987 resource evaluation of ANWR?s Coastal Plain, there is a 95% chance that a ?super field? with 500 million barrels would be discovered.

Meanwhile, when combined with resources in Canada and Mexico, the total recoverable oil in North America exceeds 1.7 trillion barrels! That is more than the entire world has used in the past 150 years and sufficient to fuel the present needs in the United States for the next 250 years!

The same holds true for natural gas, often accessed by ?fracking? a safe process that has been in use for sixty years. The total amount of recoverable natural gas in North America is approximately 4.2 quadrillion (4,244 trillion) cubic feet. That?s enough to last for the next 175 years at current rates of consumption.

In Durban, South Africa the enemies of the United States and all industrialized Western nations recently gathered at yet another United Nations conference on climate change. Its major objective was to deter energy use by Western industrialized nations or, more accurately, to require that the UN receives billions in return for allowing it.

The global warming claim on which the EPA is basing its horrendous rules and regulations is a complete and total lie. There is no human-caused global warming.

The Committee for a Constructive Tomorrow (CFACT) attended the conference to monitor its mischief and reports that ?Obama and his fellow climate travelers are trying to do an end run around the Senate and stick America with the bill. They are creating side agreements that give them much of what they want from a treaty. These side agreements will not come home for a vote in the Senate or other national legislatures. Previous U.S. Senates have refused to ratify UN climate treaties such as the Kyoto Protocols that called for limits on greenhouse gases.

Global warming claims, the basis for EPA rule-making regarding emissions, have all been refuted and debunked.

Antarctic sea ice is at a near-record extent and is expanding; so too for Arctic ice. The polar bear population is thriving. Sea levels are actually dropping. Global temperatures have been holding steady for a decade and the Earth has been in a cooling cycle since 1998. The frequency of U.S. hurricanes has declined along with the frequency of tornadoes. There is no evidence the Earth is experiencing unusual weather. This list of climate lies is a very long one.

It is all connected, from the halls of the United Nations to the EPA and other U.S. departments working ceaselessly to deprive America of the energy it needs for its very survival.

Obama and his administration must be decisively defeated in November 2012 if the republic is ever to be empowered to pull back from the brink of its destruction.

Gingrich: Justice Dept wants to "steal elections" (AP)

COUNCIL BLUFFS, Iowa ? Republican presidential hopeful Newt Gingrich blasted the Justice Department for blocking a South Carolina voter identification law and suggested the Obama administration wants to "steal elections."

During a campaign stop in Council Bluffs, Iowa, the former House speaker questioned why Attorney General Eric Holder is "so determined not to identify if people are not eligible to vote"

Gingrich went on to say that, "you have to ask, why is it that they are desperate to retain the ability to steal elections and I think that's what it comes down to."

The Justice Department recently rejected South Carolina's law requiring voters to show photo ID at polling places as discriminatory against minorities. Republicans argue stricter voter ID laws are needed to avert voter fraud.

The South Carolina primary is Jan. 21.

In 2012, Obama to press ahead without Congress (AP)

HONOLULU ? Leaving behind a year of bruising legislative battles, President Barack Obama enters his fourth year in office having calculated that he no longer needs Congress to promote his agenda and may even benefit in his re-election campaign if lawmakers accomplish little in 2012.

Absent any major policy pushes, much of the year will focus on winning a second term. The president will keep up a robust domestic travel schedule and aggressive campaign fundraising and use executive action to try to boost the economy.

Partisan, down-to-the-wire fights over allowing the nation to take on more debt and sharply reducing government spending defined 2011. In the new year, there are almost no must-do pieces of legislation facing the president and Congress.

The one exception is the looming debate on a full-year extension of a cut in the Social Security payroll tax rate from 6.2 percent to 4.2 percent. Democrats and Republicans are divided over how to put in place that extension.

The White House believes GOP lawmakers boxed themselves in during the pre-Christmas debate on the tax break and will be hard-pressed to back off their own assertions that it should continue through the end of 2012.

Once that debate is over, the White House says, Obama's political fate will no longer be tied to Washington.

"Now that he's sort of free from having to put out these fires, the president will have a larger playing field. If that includes Congress, all the better," said Josh Earnest, White House deputy press secretary. But, he added, "that's no longer a requirement."

Aides say the president will not turn his back on Congress completely in the new year. He is expected to once again push lawmakers to pass elements of his jobs bill that were blocked by Republicans last fall.

If those efforts fail, the White House says, Obama's re-election year will focus almost exclusively on executive action.

Earnest said Obama will come out with at least two or three directives per week, continuing the "We Can't Wait" campaign the administration began this fall, and try to define Republicans in Congress as gridlocked and dysfunctional.

Obama's election year retreat from legislative fights means this term will end without significant progress on two of his 2008 campaign promises, an immigration overhaul and closing the military prison for terrorist suspects at Guantanamo Bay, Cuba.

Presidential directives probably won't make a big dent in the nation's 8.6 percent unemployment rate or lead to significant improvements in the economy. That's the chief concern for many voters and the issue on which Republican candidates are most likely to criticize Obama.

In focusing on executive actions rather than ambitious legislation, the president risks appearing to be putting election-year strategy ahead of economic action at a time when millions of Americans are still out of work.

"Americans expect their elected leaders to work together to boost job creation, even in an election year," said Brendan Buck, a spokesman for House Speaker John Boehner, R-Ohio.

Still, Obama and his advisers are beginning 2012 with a renewed sense of confidence, buoyed by a series of polls that show the president's approval rating climbing as Congress becomes increasingly unpopular.

They believe his victory over Republicans in the payroll tax debate has boosted his credentials as a fighter for the middle class, a theme he will look to seize on in his Jan. 24 State of the Union address.

Obama's campaign-driven, domestic-travel schedule starts in Cleveland on Wednesday, the day after GOP presidential hopefuls square off in the Iowa caucuses. He will also keep up an aggressive re-election fundraising schedule, with events already lined up in Chicago on Jan. 11.

Campaign officials say Obama will fully engage in the re-election campaign once the Republicans pick their nominee. He will focus almost exclusively on campaigning after the late summer Democratic National Convention, barring unexpected developments at home or abroad.

Among the issues that could disrupt Obama's re-election plans: further economic turmoil in Europe, instability in North Korea following its leadership transition and threats from Iran.

The president's signature legislative accomplishment will also come under greater scrutiny in the new year, when a critical part of his health care overhaul is debated before the Supreme Court.

Obama's foreign travel next year will be limited mainly to the summits and international gatherings every U.S. president traditionally attends. He's expected to travel to South Korea in March for a nuclear security summit and to Colombia in April for the Summit of the Americas. He's also likely to visit Mexico in June for the G-20 economic summit.

Two other major international gatherings ? the NATO summit and the G-8 economic meeting ? will be held in Chicago, on home turf.
