Responding to Questions ? Janet L. Kayfetz, PhD

Responding to questions requires good listening, quick thinking, focus, timing, and breathing. Whether a question is short and to the point or long-winded and fuzzy, you can think of your response as having three basic steps.

1.?Comprehend. Identify the point and breathe.

2.?Respond. Give a direct answer ? the topic.

3.?Expand. Elaborate on your response ? the comment.

1. Comprehend. It is obviously important for you to understand a question before you?can give a helpful answer. Concentrate hard when the question is being asked and do not interrupt even if you think you know where the questioner is going. Pinpoint the question in your mind, and then breathe to prepare yourself for your response. If you are unclear about the question, ask the questioner to clarify for you before you answer.

2. Topic. The first part of your answer should be a relatively short and direct answer to the question, and usually provides either some information and/or your opinion. Keep it to the point.

3. Comment. The second part of your answer is an expansion of your initial response. This is where you offer clarification, an example, a counterexample, more opinion. An answer without a bit of expansion can seem abrupt and even impolite.

This ?respond with a direct answer and then follow with an expansion? structure is called Topic-Comment, and is the appropriate and expected way to communicate in a formal situation when responding to a question. All it means is that when giving an answer to a question, give the punchline first and the commentary second instead of the other way around. When you use a Topic-Comment structure, your listeners will perceive you to be on topic, direct, and focused. If you adopt a Comment-Topic style where you offer details and examples before giving a direct response, you may be perceived to be rambling and unfocused.

The art of the matter is to be able to manage all questions no matter when they occur ? both during and following a talk ? and to offer responses that are to the point, complete, but not too long and repetitive. If you respond to a question that comes up during your talk, it is vital to be able to segue gracefully back into your discussion. If you respond to a question during the question and answer period, it is important to know how to finish an answer and move on to the next audience member who has a question.

Mississippi's sole abortion clinic sues over new law

TUPELO, Mississippi (Reuters) - The lone abortion facility in Mississippi asked a federal court on Wednesday to block a new state law that will require doctors who perform the controversial procedure to have admitting privileges at a local hospital.

The law, set to take effect on Sunday, threatens to make Mississippi the only U.S. state without an abortion clinic. Some anti-abortion state lawmakers say they hope that would mean an end to abortions there.

The state's sole clinic, Jackson Women's Health Organization, says the new measure is unconstitutional because it aims to effectively ban abortions in Mississippi.

The clinic is also seeking immediate relief from the court to be given more time to try to comply with the law, according to the lawsuit filed on its behalf by the New York-based Center for Reproductive Rights.

Clinic representatives said they began applying for the necessary privileges after Mississippi's Republican Governor Phil Bryant signed the measure into law in mid-April. But they have struggled to obtain them at any of the half-dozen hospitals within a 30-minute drive of the clinic, located in Jackson, the state capital.

"We have been attempting to comply with the law, but we just have not had adequate time for the privileges to come through, if they come through," clinic owner Diane Derzis told Reuters. "We've not been turned down outright, except on a few hospitals that had religious beliefs that didn't coincide."

The state legislator who sponsored the law said he was not surprised by the legal challenge, and he felt confident it would withstand the court test.

"It's been over 70 days since Gov. Bryant signed this legislation," Republican Representative Sam Mims said. "For them to say we don't have time, I just don't buy that argument."

Mississippi already has some of the country's strictest abortion laws and one of the lowest abortion rates. It also has the highest teen pregnancy rate in the United States - more than 60 percent above the national average in 2010.

The state became a battleground for reproductive rights last fall when voters weighed in on a constitutional "personhood" amendment that defined life as starting at the moment eggs are fertilized. Voters handed abortion opponents a setback by rejecting the proposed amendment.

Undeterred, state lawmakers this spring passed legislation requiring abortion providers to be board certified in obstetrics and gynecology and to have staff with admitting privileges at a nearby hospital.

Thirty-nine other states also require that OB-GYNs perform abortions, and nine others mandate hospital privileges, according to the Guttmacher Institute, a nonprofit organization dedicated to sexual and reproductive rights.

But Mississippi, which had as many as 14 abortion providers in the early 1980s, would be the first state without a single abortion clinic should the Jackson Women's Health Organization close, Guttmacher spokeswoman Rebecca Wind said.

UPCOMING INSPECTION

Inspectors from the Mississippi Department of Health, which is the state's licensing agency for abortion clinics, still are planning to check on the clinic's compliance with the law on Monday, agency spokeswoman Liz Sharlot said.

She declined to comment on Wednesday about the new lawsuit.

The clinic's main three doctors, who all travel from outside of Mississippi to see patients, are already board-certified OB-GYNs.

If the facility has not complied with the requirement for admitting privileges by the inspection, it will get 10 working days to submit a plan outlining how it will remedy the situation within a reasonable time frame, Sharlot said.

Sharlot said the definition of "reasonable" varies from case to case, leaving some uncertainty about how soon the clinic might be forced to close if it cannot comply. Sharlot noted that the abortion clinic has been aware of the law for months.

Mims had asked the department to deny Jackson Women's Health Organization a grace period. He said he did not "want to give the facility 10 extra days to perform abortions" and was consulting attorneys on the legality of such a move.

Mims said the law was intended to protect patients by ensuring that physicians are certified and able to follow them into a local hospital in emergency cases, but added if it also "causes Mississippi to have fewer abortions, then that is a positive result."

The Jackson Women's Health Organization has been providing services in Mississippi since 1996. Clinic spokeswoman Betty Thompson said about 2,000 women received abortions at the clinic between July 1, 2010 and June 30, 2011. The staff also provides state-mandated counseling services to clients, some of whom ultimately chose to keep their babies, she said.

The nearest clinics outside the state are located in Alabama, Tennessee, Arkansas and Louisiana. But Thompson said not all women will be able to access those facilities.

"It puts an undue burden on women of all classes and colors, Thompson said. "I see us going back to the early '70s and what happened to women who did not have access. They tried to induce it for themselves or they went to people who were not qualified to do the procedures, and they sometimes died."

Mims disputed that the measure could lead to such a scenario.

"I'm not at all worried," he said. "My hope is that the women that are making these choices will now choose life, that they will realize that life begins at conception."

Asteroid hunters want to launch private telescope

LOS ANGELES (AP) ? Who will protect us from a killer asteroid? A team of ex-NASA astronauts and scientists thinks it's up to them.

In a bold plan unveiled Thursday, the group wants to launch its own space telescope to spot and track small and mid-sized space rocks capable of wiping out a city or continent. With that information, they could sound early warnings if a rogue asteroid appeared headed toward our planet.

So far, the idea from the B612 Foundation is on paper only.

Such an effort would cost upward of several hundred million dollars, and the group plans to start fundraising. Behind the nonprofit are a space shuttle astronaut, Apollo 9 astronaut, former Mars czar, deep space mission manager along with other non-NASA types.

Asteroids are leftovers from the formation of the solar system some 4.5 billion years ago. Most reside in the asteroid belt between Mars and Jupiter but some get nudged into Earth's neighborhood.

NASA and a network of astronomers routinely scan the skies for these near-Earth objects. And they've found 90 percent of the biggest threats ? asteroids at least two-thirds of a mile across that are considered major killers. Scientists believe it was a six-mile-wide asteroid that wiped out the dinosaurs.

But the group thinks more attention should be paid to the estimated half a million smaller asteroids ? similar in size to the one that exploded over Siberia in 1908 and leveled more than 800 square miles of forest.

"We know these objects are out there and we can do something to prevent them" from hitting Earth, said former Apollo 9 astronaut Rusty Schweickart, who helped establish the foundation a decade ago.

Asteroids are getting attention lately. NASA nixed a return to the moon in favor of a manned landing on an asteroid. Last month, Planetary Resources Inc., a company founded by space entrepreneurs, announced plans to extract precious metals from asteroids within a decade.

Since its birth, the Mountain View, Calif.-based B612 Foundation ? named after the home asteroid of the Earth-visiting prince in Antoine de Saint-Exupery's "The Little Prince" ? has focused on finding ways to deflect an incoming asteroid. Ideas studied include sending an intercepting spacecraft to aiming a nuclear bomb, but none have been tested.

Last year, the group shifted focus to seek out asteroids with a telescope.

It is working with Ball Aerospace & Technologies Corp., which has drawn up a preliminary telescope design. The contractor developed NASA's Kepler telescope that hunts for exoplanets and built the instruments aboard the Hubble Space Telescope.

Under the proposal, the asteroid-hunting Sentinel Space Telescope will operate for at least 5 1/2 years. It will orbit around the sun, near the orbit of Venus, or between 30 million to 170 million miles away from Earth. Data will be beamed back through NASA's antenna network under a deal with the space agency.

Launch is targeted for 2017 or 2018. The group is angling to fly aboard SpaceX's Falcon 9 rocket, which made history last month by lifting a cargo capsule to the International Space Station.

Experts said the telescope's vantage point would allow it to spy asteroids faster than ground-based telescopes and accelerate new discoveries. NASA explored doing such a mission in the past but never moved forward because of the expense.

"It's always best to find these things quickly and track them. There might be one with our name on it," said Don Yeomans, who heads the Near-Earth Object Program at NASA's Jet Propulsion Laboratory, which monitors potentially dangerous space rocks.

Aside from the technological challenges, the big question is whether philanthropists will open up their wallets to support the project.

Nine years ago, the cost was estimated at $500 million, said Tim Spahr, director of the Minor Planet Center at Harvard University who was part of the team that came up with the figure for NASA.

Spahr questions whether enough can be raised given the economy. "This is a hard time," he said.

The group has received seed money ? several hundreds of thousands of dollars ? from venture capitalists and Silicon Valley outfits to create a team of experts. Foundation chairman Ed Lu said he was confident donors will step up and noted that some of the world's most powerful telescopes including the Lick and Palomar observatories in California were built with private money.

"We're not all about doom and gloom," said the former shuttle astronaut. "We're about opening up the solar system. We're talking about preserving life on this planet."
