Crews comb devastation in Oklahoma; confirmed death toll lowered ...

As evening drew to a close in Oklahoma, after a day of tireless searching for survivors among the debris left behind by a powerful tornado, officials said the operation would end by nightfall Tuesday.

"We will be through every damaged piece of property in this city at least three times before we're done and we hope to be done by dark tonight," Moore Fire Chief Gary Bird said at a news conference.

Emergency crews and National Guard troops picked through neighborhoods without recognizable streets in a grim, house-by-house search of the blasted-out husk of a city left behind by the ferocious tornado.

Authorities lowered the death toll to 24, less than half the figure they gave in the initial chaos after the twister, but there was still no full accounting of those missing. Nine of the confirmed dead were children, including seven in a flattened elementary school.

Four bodies were recovered, including a 3-month-old baby, at a local 7-Eleven.

Working with search dogs and under menacing skies, the crews meticulously combed the rubble in the Oklahoma City suburb of Moore, which took a direct hit when the tornado cut a 17-mile path of destruction on Monday afternoon.

Dozens of people were pulled from the wreckage in the initial hours after the storm, but there were no reports of additional survivors found Tuesday ? only scraps of wood, shreds of clothing, shards of glass and metal and cars crumpled into each other and into buildings. Entire stretches of Moore looked as if they had been put through a blender.

?I mean, there?s nothing,? said Robert Foster, whose family home was destroyed. ?People are walking up and down the streets. It?s really upsetting to look at. We grew up there. That?s our whole childhood. And it?s all flattened now.?

Gov. Mary Fallin said there were 237 injured, but authorities cautioned that figure and the death toll could still rise. Even with the benefit of a full day?s light, people were only beginning to grasp the scope of the destruction in Moore and parts of Oklahoma City.

The Oklahoma University Medical Center admitted 59 children and 34 adults.

The National Weather Service said survey crews had found at least one area of Category EF5 damage ? the highest classification for tornadoes, meaning winds had exceeded 200 mph.

Frank Keating, a former Oklahoma governor, said on MSNBC that as many as 20,000 families could be displaced.

?This was the storm of storms,? Oklahoma City Mayor Mick Cornett said.

The first of the victims was publicly identified ? Ja?Nae Hornsby, a third-grader who was killed when the tornado demolished Plaza Towers Elementary School. She was remembered by her family Tuesday as full of joy and fond of playing dress-up. Her relatives gathered at a Baptist church in Oklahoma City to console each other.

A second victim, Hemant Bhonde, 65, became separated from his wife when the tornado struck their home, his family told NBC News. Bhonde's body was recovered Tuesday, hospital officials said. His wife survived.

As they took the measure of what they had lost, people in Moore also marveled that they were alive, and began to share stories of survival and of how they protected each other when the twister struck, announcing itself with roaring wind.

Children from Plaza Towers Elementary School, where seven children were reported drowned in a pool of water, told of hearing sirens and running into a hall for cover, some still carrying their math books.

A teacher, Rhonda Crosswhite, said she huddled with students in a bathroom stall and draped herself over them for cover as the storm hit.

?One of my little boys, he just kept saying, ?I love you, I love you, please don?t die with me, please don?t die with me,?? she told TODAY. ?But we?re OK. And we made it out, and it finally stopped.?

She said all her students were accounted for.

Damian Britton, a fourth-grader, credited ?Miss Crosswhite? with saving his life. He estimated it took about five minutes for the twister to pass through before the students emerged from cover to survey the damage and check on their classmates.

?It was just a disaster,?? he said. ?There was just a bunch of stuff thrown around and the cars were tipped over, and it smelled like gas.?

At an afternoon news conference, Gary Bird, the Moore fire chief, said that search dogs were no longer ?making any hits? at the school. He said no one had been found there Tuesday but cautioned that the search was still active.

?They will not declare that structure clear until they are down to the ground and have been through every piece of rubble in that building,? he said.

One child was killed at Briarwood Elementary School, elsewhere in Moore, said police Sgt. Jeremy Lewis. There was no word on how the ninth child died. Besides the 19 deaths in Moore, five were killed in southern neighborhoods of Oklahoma City.

Authorities said they hoped to have every home, business and car in Moore searched by nightfall. They worked under the threat of still more severe weather. Forecasters said parts of Oklahoma and Texas, including Dallas, were at risk for more tornadoes.

The tornado Monday spent 40 minutes on the ground, said Rick Smith of the National Weather Service.

?We?ve seen numerous structures that are wiped clean to the foundation,? he said.

Smith said that the first severe thunderstorm warning had gone out 44 minutes before the tornado touched down, and the first tornado warning 16 minutes ahead. The weather service said the storm, at its widest, stretched 1.3 miles.

President Barack Obama called it ?one of the most destructive tornadoes in history.? Speaking from the White House, he pledged the full help of the federal government and said there was no time to waste.

?In an instant, neighborhoods were destroyed, dozens of people lost their lives, many more were injured, and among the victims were young children trying to take shelter in the safest place they knew, their school,? he said. ?So our prayers are with the people of Oklahoma today.?

Fallin, after a helicopter tour that traced the tornado?s path, said searchers were having trouble because ?the streets are just gone. The signs are just gone.?

Expressions of grief and support came from across the world. Pope Francis said on Twitter: ?I am close to the families of all who died in the Oklahoma tornado, especially those who lost young children. Join me in praying for them.?

Queen Elizabeth II extended her deepest sympathies, and House Speaker John Boehner ordered flags at the Capitol to half-staff.

Relief efforts sprang up. The NBA?s Oklahoma City Thunder and its star player, Kevin Durant, each pledged $1 million. Others helped as they could: Miles from Moore, people went on Facebook to post family photos that had landed in their yards, hoping to match them with their owners.

Aerial pictures of the destruction brought to mind Joplin, the Missouri town virtually wiped off the map two years ago when an EF5 tornado killed 158 people and caused $2.8 billion in damage.

The twister cut a path similar to a tornado outbreak that ravaged Oklahoma and Kansas on May 3, 1999, killing 46 people and damaging or destroying more than 8,000 homes. Wind in that outbreak was clocked at 318 mph, the fastest ever recorded on earth.

Officials in Moore complained earlier this year about foot-dragging by the federal government over $2 million in federal grants for ?safe rooms? in 800 homes to protect them from severe weather.

A spokesman for the Federal Emergency Management Agency told NBC News the agency was looking into the claim.

The city?s website also said, however, that Moore faced only a 1 to 2 percent chance of a tornado on any spring day, and that if a tornado did strike, there was less than a 1 percent chance that it would be as strong as the 1999 tornado.

Monday?s storm beat those odds. Alfredo Corrales and Viviana Lune rode it out in a shelter beneath their house. Corrales told TODAY that they had hunkered down there and heard voices above, and popped open the door to find several neighbors asking to come in.

The wind was so strong, Corrales said, that he and a neighbor had to hold the cellar door shut. When they emerged, they found a rewritten landscape.

?I saw basically nothing,? Luna said. ?There were no fences there anymore, trees were snapped in half, roofs of houses were gone. Everything from people?s houses and even from neighborhoods across the street was laying in our yards. Half of the roof is torn off, the garage is caved in ? it's just a total mess.?

Gas prices take big jump in Ohio

COLUMBUS, Ohio (AP) -- Gas prices have taken a big jump in Ohio and the U.S.

A gallon of regular gas in Ohio was listed at an average of about $3.84 in Monday's survey from auto club AAA, the Oil Price Information Service and Wright Express. That's up 27 cents from last Monday's average.

Analysts blame the increase partially on recent signs that the U.S. and European economies still face considerable challenges.

The Ohio price this week Monday is 19 cents higher than the national average.

The state average is about 26 cents higher than this time last month, and 16 cents higher than at the same time in 2012.

The lowest average price in the state Monday was about $3.75 in the Youngstown area.

Toronto mayor urged to step down if crack allegations true

TORONTO (Reuters) - The mayor of Canada's largest city, facing allegations that he smoked crack cocaine, and made racial and homophobic slurs on video, must either refute the accusations or step down, fellow city politicians say.

"If the allegations are false, then the mayor is owed some apologies," said Councilor Josh Matlow, who has clashed with Ford on transit issues, but who usually takes a centrist line in a polarized city council.

"If the allegations are proven true beyond a reasonable doubt, then the mayor should resign."

An editor from U.S. media outlet Gawker and two reporters from the Toronto Star said separately they saw a cell phone video that appeared to show Mayor Rob Ford smoking crack cocaine.

Ford, who is no stranger to controversy, was elected mayor of Toronto more than two years ago after serving as a Councilor for 10 years. He called the allegations "ridiculous" on Friday and suggested they were part of a broader campaign against him by the left-leaning Toronto Star newspaper.

Dennis Morris, Ford's lawyer, told Reuters on Monday that it was still too early to consider legal action over the allegations and that if there is a video, it needs to be made public so that Canadians can judge the content for themselves.

"We're all waiting to see whether there's anything within this video and whether or not it's been doctored, edited, altered, that type of thing," he said.

Reuters was unable to independently verify the existence of the video or its contents.

Ford's brother, Doug, his closest ally on City Council, broke a brief and uncharacteristic silence on Saturday, telling local radio station Newstalk 1010, "I have never seen my brother involved with anything like coke."

The brothers canceled their regular Sunday appearance on a radio show at the same station.

The controversy made headlines across Canada and around the world, although some focused as much on Ford's crude remarks as the allegations of crack use.

"The allegations that have been leveled at Mayor Ford are not just serious, but they are also criminal," Councilor Kristyn Wong-Tam told CBC News. "I would encourage the mayor to resign and to seek help as soon as possible should this be true."

The Toronto Star reporters who watched the video said Ford calls Liberal leader Justin Trudeau a "fag" and derisively refers to players on the high school football team he coaches as "minorities".

"If the mayor the of world's most diverse city is proven to have uttered racial and homophobic slurs, then he's not fit for the office," Councilor Matlow told Reuters.

Toronto City Council contains both left-leaning councilors, mostly from the city's core, and right-leaning candidates like Ford, who are mostly from suburban areas like Etobicoke.

The two groups tend to take different approaches on issues from transit to unionized labor, with often comical policy flip flops. In one example, City Council imposed a 5-cent fee on plastic grocery bags, then ignored Ford's plea to remove the fee and voted to ban the bags completely.

They then reversed that decision, leaving the issue exactly where it was before the whole debate started.

Elected on a platform to stop the gravy train at City Hall, Ford has courted controversy on many occasions; the Toronto Star on Friday published a list of 42 "extraordinary moments" in his political career.

The list includes accusations that Ford skipped City Council meetings to coach high-school football and engaged in a confrontation outside his home with a reporter.

He was briefly ordered out of office in 2012 after he was found guilty of conflict of interest, but won an appeal and was allowed to finish his four-year term as mayor.

In 2008, assault charges brought against Ford by his wife Renata were withdrawn by the Crown because of inconsistencies in Renata's story. The couple later reconciled.

The rumblings of scandal have eroded Ford's popularity, although polls conducted before the reports of the video still enjoyed support from some 50 percent of the population, most of them from in Toronto's suburbs.

Both Gawker and the Star say the video is being shopped around by people with connections to the drug trade.

In an effort to buy the video and post it online, Gawker launched a "Crackstarter" campaign last week to raise $200,000. It has so far raised more than $76,000.

We also checked out the locally focused BKLYN Designs show, where design duo Bower unveiled an awesome magnetic LED lamp, made from discarded pieces of scrap wood. Lighting designer Adam Frank unveiled three inspiring new designs at BKLYN Designs: the LED Lumen lamp, which casts tree-shaped shadows from a little candle holder; the incredible Reveal Projector, which projects an image of outdoor foliage and sky through a window on a blank wall (good for those in tiny NYC apartments); and the 3D hologram-ish LUCID Mirror, which displays a 3D image of illuminated clouds over your head!

There should be a warning for this movie, because while it's labeled a documentary, with its chiaroscuro lighting, it could be called an impressionist kaleidoscope dream, culled from real-life footage. If you go to this film thinking of Michael Moore style documentary filmmaking, it won't be long before you wonder what you've gotten yourself into, because this is entirely different. A closer comparison might be Werner Herzog's documentary Lessons of Darkness, but even that film seems downright narrative in comparison.

Leviathan opens with images that are midnight dark and so abstract that it is probably ten minutes in before you have a sense of where you are, much less what you are seeing. This kind of loss of direction continues throughout the film, as cameras jump from underwater viewing, to the interior of a fishing ship, to gulls flying just above the ocean's surface. My viewing companion complained of nausea more than once.

Filmed in what was once the whaling capital of the world as well as Melville's inspiration for Moby Dick, New Bedford, Massachusetts, the harbor is still the country's largest fishing port. The filmmakers, Lucien Castiang-Taylor and Verena Paravel, follow a ground fish trawler where we see what appears to be a nighttime fishing expedition.

The film plunges you into a world of water, clanging machinery and streams of fish. With absolutely no dialog or narration, you are left with only your senses to interpret what you see. The cin?ma v?rit? style of filming is ragged; the lense is often covered with water or steamy with moisture, sometimes it is submerged and other times it is impossible to know what you are seeing as it appears the camera is overhead and upside down. These images jump from one water filled environment to another and it's more than dizzying. There is no soundtrack, only the endless sound of the ocean crashing against the ship, alongside the ominous groan of the machines that lift the heavy chained netting in and out of the water. No musical intonations are here to direct how you should feel about what you are viewing.

If you come to this film bringing with you any romanticism or sentimentality, you are in for a rough time. Shots of refuse fish heads and bones are dumped into the ocean and we see the fragments streaming into the sea underwater, bloody water pours out of the ship's side port when excess water is drained, and we watch as men routinely hook stingrays and jaggedly slice them apart, tossing their remains aside.

A severed fish head pulses on the deck of the ship while in the background the ocean is pounding and spraying blackly. It's this kind of primal, harsh beauty that is at once brutal and poetic, and makes the film mesmerizing. Another image contrasts a giant flock of gulls with a brilliant blue sky and the inklike water, and feels more surreal than realistic.

Lastly, the men of the ship are filmed in all their un-glory, shelling scallops, overseeing the gear and machinery, navigating the boat, and drifting off to sleep while watching TV in a small messy dining area. Mermaid tattoos, sweat drenched shirts, plastic gloves and aprons, and endless water, are the accessories of the men on the ship; it's isolated, boring, and hard man work.

This film tosses you on the waves, like so much discarded jetsom and bends your ear by showing the un-romanticized sea, it's men and the place where fables may have started but do not end. It's not for the weary or faint of heart. If you want an enjoyable time, do not go see this film. If you have a craving for visual potency, the unwinding of myth and the kind of harsh beauty that is stark, strong and splendid, take this ride and hold on.

First lady to high school grads: Live your dreams

NASHVILLE, Tenn. (AP) ? First lady Michelle Obama has some advice for some Tennessee high school graduates: Strike your own path in college and life and work to overcome inevitable failures with determination and grit.

Mrs. Obama spoke for 22 minutes to the graduates of Martin Luther King Jr. Academic Magnet High School on Saturday in her only high school commencement address this year. The ceremony took place in the gymnasium of nearby Tennessee State University.

The first lady told the 170 graduates that she spent too much of her own time in college focusing on academic achievements. While her success in college and law school led to a high-profile job, she said, she ended up leaving to focus on public service.

"My message to all of you today is this: Do not waste a minute living someone else's dream," she said. "It takes a lot of real work to discover what brings you joy ... and you won't find what you love simply by checking boxes or padding your GPA."

Mrs. Obama lauded the school ? it's on the site of one of the city's first to educate African-Americans ? for its graduation rate, spirit of volunteerism and healthy food programs. She noted that each graduate was going on to either higher education or the military.

She said MLK reminded her of her own high school experience in Chicago.

"My No. 1 goal was to go to a high school that would push me and challenge me," she said. "I wanted to go somewhere that would celebrate achievement. A place where academic success wouldn't make me a target of teasing or bullying, but instead would be a badge of honor."

But Mrs. Obama lamented that not all students have the same opportunities.

"Unfortunately, schools like this don't exist for every kid," she said. "You are blessed."

The first lady told graduates that failure may be a part of their college lives and careers, and that how they respond to any pitfalls will define them.

"That's when you find out what you're really made of in those hard times," she said. "But you can only do that if you're willing to put yourself in a position where you might fail."

Overcoming adversity has been the hallmark of many great people, she said.

"Oprah was demoted from her first job as a news anchor, and now she doesn't even need a last name," she said of media giant Oprah Winfrey. "And then there's this guy Barack Obama ... he lost his first race for Congress, and now he gets to call himself my husband."

Mrs. Obama later presented graduate diplomas on stage and posed for photos with graduates.

"We didn't know we would get to hug her," said graduate Natey Kinzounza, 18. "She's got a great sense of humor. She's like my mom, she's just a very real person."

(AP) ? Less than 10 months after three tickets split a world-record lottery prize, the jackpot for Saturday's Powerball drawing was nearing historic territory once again.

Should nobody pick the correct six numbers, the prize money will roll over to next week's drawing and almost certainly eclipse the $656 million doled out to winners in Illinois, Kansas and Maryland in the Mega Millions game in March 2012.

But the record could fall Saturday night too if a flurry of last-minute ticket purchases pushes the jackpot much above its current $600 million level. Since the previous drawing on Wednesday, it had grown by at least $236 million.

"If there was no chance, you wouldn't do it," said New Jersey attorney Rubin Sinins, who represented five construction workers who claimed a colleague cheated them out of a share of a multimillion-dollar lottery jackpot.

It seems simple enough: Just correctly pick five white balls out of a drum of 59 and one red one out of a drum of 35.

However, the odds of a single $2 ticket hitting the correct combination are about 1 in 175.2 million. That's slightly less likely than randomly drawing the name of one specific female in the United States: 1 in 157 million, according to the last census.

With such an astronomic payoff available for the lucky ticket holder, some buyers are content to settle for just a share of the winnings.

In Houston, city firefighter John Paetow and a dozen of his colleagues kicked in $10 each for the drawing, as they do occasionally when a the stakes soar into the lottery stratosphere.

"With firemen it's a camaraderie thing," said Paetow, 59. "It just makes sense to pool our money; it buys more tickets, gives us a better chance of winning."

Even if Saturday's drawing doesn't top last year's Mega Millions jackpot, it's already the highest in Powerball history, surpassing that game's $587.5 million record set in November 2012.

A major reason for the sales surge is that last month, Powerball landed the nation's most populous state as California joined 42 others that offer the game. California lottery director Robert O'Neill said the state had brought "sunshine and good fortune" to Powerball.

The Multi-State Lottery Association conducts the drawing live Saturday night from Tallahassee, Fla. The balls are weighed and X-rayed, and there are practice runs before the official televised version.

University of Glasgow creates 3D with singlepixel sensors, skips the cameras video

Most approaches to capturing 3D models of real-world objects involve multiple cameras that are rarely cheap, and are sometimes tricky to calibrate. The University of Glasgow has developed a method that ditches those cameras altogether. Its system has four single-pixel sensors stitching together a 3D image based on the reflected intensity of light patterns cast by a projector. Reducing the pixel count lowers the cost per sensor to just a few dollars, and extends the sensitivity as far as terahertz wavelengths. Real-world products are still a long way off, but the university sees its invention as useful for cancer detection and other noble pursuits. Us? We'd probably just waste it on creating uncanny facsimiles of ourselves.

House bill protects homeland security budget

WASHINGTON (AP) ? A Republican-controlled House panel moved Thursday to protect the Department of Homeland Security from the big cuts facing other domestic agencies under the party's budget slashing plan.

The move came as the Appropriations Committee leadership privately circulated plans to drastically reduce spending for labor, education and health programs, foreign and housing aid, the Environmental Protection Agency and transportation.

The Pentagon would be spared and a program that provides food aid to poor pregnant women and their babies is likely to escape cuts, but the effects on most agencies would be severe ? in the unlikely event the recommendations were to make their way into law over the protests of President Barack Obama and Democrats.

Appropriations Committee Chairman Harold Rogers, R-Ky., appears to be embarking on a strategy to advance a handful of the annual spending bills by funding them at levels closer to Obama's budget than the tea party budget that passed the House in March. GOP conservatives have balked at such moves in the past, saying they're a trick aimed at boosting spending, but some Democrats seem willing to give Rogers the benefit of the doubt.

Rogers' strategy was on display earlier Thursday as an Appropriations subcommittee moved to beef up the Border patrol and grants to local governments for first responders and training to disarm bombs. Its work came a day after another panel increased funding for politically sacrosanct programs for veterans.

Thursday's measure won support from Democrats. In many areas Republicans boosted spending above Obama's budget request.

Earlier this year, tea party forces in the GOP-controlled House pushed through a budget that would force nondefense programs to bear cuts more than $90 billion below levels called for in a 2011 budget pact. The GOP House and Democratic-controlled Senate remain at odds over the budget, including the amount for agency operating budgets.

At issue are the 12 annual bills funding the day-to-day budgets of Cabinet agencies. The Appropriations panel is moving ahead even though Democrats and Republicans are $92 billion apart on the overall pot of money to dedicate to agency operating budgets. Democrats are pushing a $1.058 trillion figure; Republicans are backing a $966 billion level that assumes unpopular across-the-board spending cuts known as sequestration are left in place. The cuts are the result of Washington's inability to follow up a 2011 budget agreement with additional deficit cuts.

In addition, to placate GOP defense hawks, party leaders have moved to replace defense cuts by forcing domestic programs to take even deeper cuts.

For instance, programs in the Labor, Health and Human Services and Education departments that are funded by the largest domestic spending bill would bear cuts of about one-fifth compared to current monies.

"The disinvestment proposed for health, education and labor programs reveal that the majority believes that poor people, kids, college students, sick people, the unemployed and the disabled should just fend for themselves," said Rep. Rosa DeLauro, D-Conn.

The old-school, pragmatic Republicans atop the Appropriations panel are skeptical that the party's budget plan is workable but with no broader deal in sight they are moving ahead with their bills anyway. The first two measures advancing this week, however, basically ignore the strictures of the GOP budget assembled by Rep. Paul Ryan, R-Wis.

Democrats warned earlier Thursday that generously funding the homeland security and veterans' budgets will mean even sharper cuts to programs like education, medical research, transportation and clean energy.

"The first few bills we're dealing with are pretty close to the president's request," said the panel's top Democrat Rep. Nita Lowey of New York. "Which means not much pickings left for the rest of the bills."

The Appropriations chairman says he's hopeful of getting more money to work with later.

"Obviously we are severely short on our allocation," Rogers said. "It very well could be that during the year there could be a replacement for sequestration and/or a budget deal that would give us more."

The homeland security measure would put the Border Patrol on a path to hire 1,600 additional agents, replace cuts sought by Obama to grants for state and local governments, boost cyber security spending and rejects Obama-sought cuts to the Coast Guard.

Harry Reid Focuses On July For The 'Nuclear Option'

Senate Majority Leader Harry Reid (D-Nev.) has told top advisers that he is prepared to take action if Senate Republicans block three upcoming nominations, the Washington Post reported on Friday.

Reid is reportedly focusing on the month of July to approach filibuster reform and possibly execute the "nuclear option," which would change the Senate rules and no longer require 60 votes to overcome a filibuster.

?This would take away the right to filibuster on nominations,? a senior Senate Democratic aide told the Washington Post. ?All executive branch and judicial nominations would be subject to majority votes. He would not do it on legislative items.?

A Senate Democratic aide confirmed the Post report to HuffPost and said that Reid met recently with Sen. Jeff Merkley (D-Ore.), a leader of the push to reform the filibuster, to lay out his thinking going forward.

Reid has consistently said publicly that he reserves the right to change Senate rules if he considers the GOP to be abusing the ones left in place by the bipartisan agreement in January.

Reid warned in April that he would enact the "nuclear option" if President Barack Obama's judicial nominations are kept from moving forward.

?All within the sound of my voice, including my Democratic senators and the Republican senators who I serve with, should understand that we as a body have the power on any given day to change the rules with a simple majority, and I will do that if necessary," Reid said.

Mom in New Mexico chases down child abductor; man arrested

ALBUQUERQUE, N.M. (AP) ? A mother whose 4-year-old was being abducted chased the suspect down and crashed her vehicle into his car, triggering a manhunt and the arrest of the suspect, Albuquerque police said Thursday.

The young girl was playing in her yard at St. Anthony's Plaza Apartments in Albuquerque's North Valley about 6:30 p.m. Wednesday when a group of teenagers saw the kidnapping and ran to alert the girl's mother, police said.

The family called 911 and the mother jumped into her vehicle and gave chase for about seven miles, unaware the man had pushed the girl out of the silver Buick before fleeing the apartment complex, authorities said. The girl was found wandering nearby, uninjured, police said.

According to police, the mother followed the suspect and finally rammed into his car near an intersection. The suspect fled on foot, police said.

Melissa Torrez, the mother, told KOAT-TV she didn't mean to hit the suspect's car and struck it accidentally when she lost control of her car. Torrez said didn't even have time to cry when she jumped to chase the suspect.

"I don't ever want to lose my kids," said Torrez, a mother of three.

Torrez said after the crashed she looked in the back seat of the suspect's car and saw an empty baby car seat.

"I was like...what a sick man," she told the station.

The attempted kidnapping sparked a massive manhunt Wednesday as more than two dozen officers went door-to-door in the area looking for the suspect. A helicopter with heat-sensor cameras also was sent in for the search, authorities said.

Police arrested David Hernandez, 31, on Thursday afternoon in Rio Rancho after he saw his picture on television and called police. After being interviewed, he was charged with kidnapping, police spokeswoman Tasia Martinez said.

As he was being taken to jail, Hernandez told reporters that he was innocent. It was not known if Hernandez had an attorney.

Kevin Abar, assistant special agent in charge of Homeland Security Investigations, confirmed to The Associated Press that federal agents also helped Albuquerque police with the investigation.

In February, HSI and local enforcement agencies launched the Sexual Predator and Exploitation Enforcement Detail, or SPEED ? a task force aimed at finding missing and abducted children.

Police were also investigating a possible connection to the abduction and sexual assault of a 6-year-old from the same apartment complex last week. The suspect in that case was described as a male in a silver or gray vehicle.

Gilbert Hernandez, 25, a resident at the St. Anthony's, said he found the 6-year-old last week and was the one who contacted police.

"This place isn't safe. People always let their kids run around here," Hernandez said. "We are all on the lookout now."

O.J. Simpson testifies in bid for new trial

LAS VEGAS (AP) ? His leg shackles rattling as he shuffled to and from the witness stand, O.J. Simpson made his own case Wednesday for a new trial on armed robbery charges with testimony that he relied on the advice of his trusted attorney when he tried to reclaim mementos from his football glory days.

"It was my stuff. I followed what I thought was the law," the 65-year-old former NFL star and actor said. "My lawyer told me I couldn't break into a guy's room. I didn't break into anybody's room. I didn't try to muscle the guys. The guys had my stuff, even though they claimed they didn't steal it."

Simpson said he took the advice of his longtime former lawyer, Yale Galanter, and didn't testify in his Las Vegas trial at which he was convicted in 2008 of armed robbery, kidnapping and other charges and sentenced to nine to 33 years in prison.

His fall from long-ago fame and fortune was on display as a grayer, bulkier Simpson made his way through the courtroom. The Heisman Trophy college running back and NFL record-setter once made TV commercials running through airports. As Nevada prison inmate No. 1027820, he's been handcuffed and chained at the ankles during a hearing on his claim that he was poorly represented by his attorney during the trial.

His physician, Henry Johnson, watched and said Simpson appeared to be in good health.

H. Leon Simon, attorney for the state, conducted a brief cross-examination that focused on some of the same details Simpson attorney Patricia Palm raised about advice Simpson received from his trial lawyers, Galanter and co-counsel Gabriel Grasso.

"Mr. Galanter advised me not to testify," Simpson reiterated.

"You made a decision to follow Mr. Galanter's advice, rather than Mr. Grasso's, and not testify?" Simon asked.

"Yes," Simpson said.

Simpson did acknowledge that he didn't have a legal right to take some things from the Palace Station hotel room where he and five men confronted two sports memorabilia dealers ? including baseballs signed by Pete Rose and Duke Snyder and lithographs of football great Joe Montana. Simpson said he thought those items would be returned later. He said he didn't remember taking a hat from one of the dealers.

Earlier, under detailed questioning by Palm, Simpson seemed to describe every minute of a weekend that began with plans for a friend's wedding and ended with him under arrest.

He said he knew the memorabilia dealers, had no fear of them and certainly didn't need guns.

"There was no talk of guns at all," he said. Simpson declared he never even saw guns during the confrontation.

During the trial, two former co-defendants who testified for the prosecution said they had guns.

Simpson's bid for freedom hinges on showing that Galanter had conflicted interests and gave him bad trial and appellate advice.

Galanter, of Miami, is due to testify Friday. He has declined comment ahead of that appearance.

"He was my guy," Simpson said of his long friendship and professional relationship with Galanter.

He said Galanter told him he was within his legal rights to take back possessions as long as there was no violence or trespassing.

Grasso has said it was Galanter who convinced Simpson not to testify.

While the trial prosecutor testified earlier that there were preliminary discussions with Galanter about a plea bargain, Simpson testified he was never told a bargain was under consideration and that he did not remember any offer being given to him at trial.

Asked by Palm if he knew he could have gotten as little as 30 months in prison if he pleaded guilty to robbery, Simpson said no, and that he would have considered it if he had known.

Simpson also said Galanter led him to believe he could not be convicted on the charges.

"If you understood you could be convicted on the state's evidence, would you have testified?" Palm asked.

Simpson said yes.

Dressed in a drab blue prison uniform, Simpson spoke clearly as he recounted events leading to the hotel room where the dealers had the memorabilia. His voice cracked a bit as he told of recognizing items on the bed, including framed photos that used to hang on the wall of his Los Angeles home.

"Look at this stuff. Some of the stuff I didn't really realize was gone. These were things I hadn't seen in 10 years," he said. "You know, you get a little emotional about it."

There is no jury in the hearing and Simpson's fate will be determined by District Judge Linda Marie Bell. It remained unclear Wednesday whether the judge plans to make an immediate ruling or issue a written order later.

While Simpson's previous court cases were media events, including his 1995 acquittal in the Los Angeles killings of his ex-wife and her friend, there were empty seats in the Las Vegas courtroom for the first two days of the hearing.

But on Wednesday, the courtroom was full, with Simpson family members and friends in the second row. A marshal turned people away, sending them to an overflow room where video was streamed live.

Still, the scene was much tamer than in the past.

"This is less hoopla than I expected. It's real toned down," said Wyatt Skaggs, a retired defense attorney visiting from Laramie, Wyo.

"We had intensive discussions today but did not finalize the structured approach document that has been under negotiation for a year and a half now," Herman Nackaerts, deputy director general of the International Atomic Energy Agency (IAEA), told reporters after meeting Iranian officials in Vienna.

Powerball jackpot balloons to $360M in weeks

DES MOINES, Iowa (AP) ? After weeks of rolling without a winner, the Powerball jackpot has once again ballooned in time for its Wednesday drawing, an estimated $360 million jackpot considered the third largest Powerball jackpot and the seventh largest jackpot in history.

Lottery officials expect jackpot totals of this size to continue to climb in shorter amounts of time, thanks in part to a game redesign in January 2012 that increased the odds of winning some kind of prize, but also lowered the possible number combinations to win the Powerball.

Between that and the "cross-selling" of Powerball and Mega Millions tickets that began in January 2010, large jackpots will continue to surpass all-time jackpot records set years ago, said Mary Neubauer, spokeswoman for the Iowa Lottery. Iowa is one of the founding Powerball states.

"It usually took a handful of months, if not several months, for a jackpot to reach this large amount," she said. "Now it's achieving that within a handful of weeks. I think the redesign is achieving exactly what we had wanted it to achieve, which is the bigger, faster-growing jackpot."

The redesign means players don't necessarily have to strike big to get lucky. A $1 increase and new $1 million and $2 million prizes means the odds of winning something have increased. Just last Saturday, there was no Powerball jackpot winner, but more than a dozen tickets won $1 million prizes in 10 states.

In fact, more than half of the all-time jackpot records have been reached in the last three years. The top two all-time jackpots ? $656 million from a Mega Millions jackpot and $587.5 million from a Powerball jackpot ? were achieved in 2012.

The last major jackpot win came when a New Jersey man won a $338.3 million jackpot on March 23. It is now considered the fourth largest Powerball jackpot in history.

Players aren't complaining about the large sums. That just gets them thinking.

"I'd hire someone to tell me what to do with the money," said R.J. Konyek, 36, an engineer for Union Pacific in Omaha, Neb. "I'd definitely be up for the challenge (of spending the jackpot)."

Insurance agent Joe Williams, of Middleton, Wis., is trying like so many others to get lucky with Powerball. He won $500 several years ago and now wants to score a little higher. Williams doesn't necessarily spend more when the prize is high. But his $4 investment in the quick-pick option means he does spend.

"I know rationally it makes no sense," he said. "But at the same time, without a ticket, I have zero chance."

Ervin Torok, a truck driver from Sioux Falls, S.D., also is looking for his second chance. He won a $500 prize a few years back.

"You never know," Torok, 52, said while checking some lottery tickets from a gas station. "Maybe one day you'll get lucky and win."

Tom Powers, 52, a janitor from Omaha, Neb., bought several tickets Tuesday from a convenience store. He said he would definitely walk away from work if he won the jackpot, but he's not sure how he would spend all the winnings.

"It's really unfathomable the amount of money this is putting out," Powers said.

The next drawing is scheduled for Wednesday night. The jackpot has a $229.2 million cash value.

Wall Street jumps as banks lead S&P 500 to new high

NEW YORK (Reuters) - Stocks rose and extended a recent rally on Tuesday, with the S&P 500 and Dow hitting a new intraday high as investors bet that the market's upward momentum would continue.

Gains were broad, with more than two-thirds of New York Stock Exchange-listed companies rising. Large-cap banks were among the day's biggest advancers, with Bank of America up 2.3 percent to $13.27 and Citigroup Inc up 2.1 percent to $49.97. Goldman Sachs advanced 2.9 percent to $153.97.

Wall Street has climbed for the past three weeks, and is up more than 14 percent so far this year, propelled by some earnings that beat lowered estimates and the Federal Reserve's easy monetary policy designed to stimulate the economy.

"We're riding a self-fulfilling prophecy of momentum. There's no fundamental reason for today's move, other than the continued easing by the Fed and momentum," said Paul Radeke, vice president at Minneapolis-based KDV Wealth Management.

While some analysts expect the momentum to wane in the near term, as equities haven't undergone a significant pullback this year, many say that the long-term trend remains positive as investors continue to use any market decline as a buying opportunity.

"The sheer volume of cash coming in from the sidelines is preventing any kind of correction, even though fundamentally we seem to be getting overbought," said Radeke, who helps oversee $400 million in assets.

The Dow Jones industrial average <.dji> was up 73.83 points, or 0.49 percent, at 15,165.51. The Standard & Poor's 500 Index <.spx> was up 12.92 points, or 0.79 percent, at 1,646.69. The Nasdaq Composite Index <.ixic> was up 26.17 points, or 0.76 percent, at 3,464.96.

The market had been trading sideways for three sessions, showing a gain of 0.07 percent as the winding down of the quarterly earnings season and a light economic calendar have left investors without a strong catalyst for further gains.

Economic data showed import prices slipped 0.5 percent last month due to a drop in oil costs, the biggest decline since December and matching Wall Street expectations.

U.S.-listed shares of Sony Corp jumped 9.2 percent to $20.63 after billionaire hedge fund investor Daniel Loeb called on the company to spin off its lucrative entertainment arm.

Nokia Corp unveiled a new version of its Lumia smartphone line, but U.S.-listed shares fell 5.7 percent to $3.62. Research company Gartner said Nokia lost 5 percentage points of market share in the first quarter, falling to 14.8 percent.

Tesla Motors extended its rise following a gain of 40 percent last week after lifting its sales outlook. It climbed 2.8 percent to $90.16 and hit an all-time high. Green Mountain Coffee Roasters , which like Tesla has been a favorite of short-sellers, rose 3.8 percent to $80.32, its highest since October 2011.

Most corporate earnings have been better than expected this quarter. With 90 percent of the S&P having reported, 67.2 percent have topped earnings expectations, according to Thomson Reuters data, which is even with the average over the past four quarters. However, only 46.9 percent have beaten revenue expectations, below the 52 percent average over the past four quarters.
