Most American UAS Openly Broadcast Secret Video Feeds | UAS ...

Four years after discovering that militants were tapping into UAS video feeds, the U.S. military still hasn?t secured the transmissions of more than half of its fleet of Predator and Reapers, Danger Room has learned.

The majority of the aircraft still broadcast their classified video streams ?in the clear? ? without encryption. With a minimal amount of equipment and know-how, militants can see what America?s UAS see.

?If somebody could obtain reliable access to real-time Predator or Reaper video ? without attribution or alerting U.S. military ? that would ?a tremendous intel coup,? says Micah Zenko, a fellow at the Council on Foreign Relations. ?There is an insatiable demand from Predator and Reaper imagery in Afghanistan and elsewhere. Any reluctance to use those for spying or missile strikes places operations in Afghanistan, Pakistan, Yemen, and Somalia at some risk.?

Military officials have known about ? and mostly shrugged off ? the vulnerability since the development of the Predator in the 1990s. But the problem drew increased attention?in 2008, when UAS video footage was?found on the laptops of Shi?ite militants in Iraq, who were able to intercept the feed using a piece of $26 software. The Pentagon and the defence industry assured the public that they?d close the hole by retrofitting the robotic aircraft with new communications protocols and encrypted transceivers that would keep the video from being intercepted again.

Four years into the effort, however, only ?30 to 50 percent? of America?s Predators and Reapers are using fully encrypted transmissions, a source familiar with the retrofitting effort tells Danger Room. The total fleet won?t see its communications secured until 2014. This source and others who work closely with drone operations say that drones flying overseas are among the first to get the newly secured equipment. They also noted that they are unaware of any incidents of militants using America?s unmanned eyes in the sky to their advantage. ?But I?m surprised I haven?t,? the source adds. ?And that doesn?t mean it?s not happening.?

This isn?t the only vulnerability in the UAS fleet. In March of 2011, an unknown software glitch caused a Predator?stationed at a U.S. base in?Africa to?start its engine without human direction.?Last October, as Danger Room first reported, Air Force technicians discovered a?virus infecting the drones? remote cockpits in Las Vegas. It took?weeks of sustained effort to clean up the machines. The aircraft, which rely on GPS to guide them through the air, can run into problems if GPS signals are jammed in a particular area ? something that can be done with cheap, commercially available hardware.?Iranian officials claimed they hacked the GPS control signal of an advanced UAS, though it?s?impossible to verify that lofty claim.

No one who works with UAS is questioning the fundamental integrity of the UAS fleet at the moment; it would take an incredibly sophisticated hacker to?commandeer?a Predator, for example. Nor is anyone pretending that this premiere tool of the U.S.global ?counterterror campaign is flawless.

Predators and the larger, better-armed Reapers transmit video and accept instructions in one of two ways. The first is via satellite, to remote pilots and sensor operators who are often on the other side of the planet; these satellite communications are encrypted, and are generally considered secure.

The second is through a radio frequency signal called the Common Data Link, which is used to share the aircraft?s video feed with troops on the ground. The CDL?s carrier signal ? its specific pattern of frequencies, in a given order and for a given length of time ? tells both transmitter and receiver on how to function. The problem is that the Predators? version of the CDL carrier signal (also known as a ?waveform?) didn?t include an order to encrypt the signal. So neither the transmitter on the UAS nor the receivers that troops used on the ground employed encryption, either.

There were reasons for this.?The original Predator, just 27 feet long, was little more than a scaled-up model plane with an 85-horsepower engine. It had a payload of just half a ton for all its fuel, cameras and radios. And encryption systems can be heavy. (Big crypto boxes?are a major reason the Army?s futuristic universal radio ended up being too bulky for combat, for example.) With the early Predator models, the Air Force made the conscious decision to leave off the crypto.

The flying branch was well aware of the risk. ?Depending on the theater of operation and hostile electronic combat systems present, the threat to the UAS could range from negligible with only a potential of signal intercept for detection purpose, to an active jamming effort made against an operating, unencrypted UAS,??the Air Force reported in 1996. ?The link characteristics of the baseline Predator system could be vulnerable to corruption of down links data or hostile data insertions.?

The Predator models steadily grew in power and payload, and took a big leap in dimensions and capability with the 36-foot-long Reaper version introduced in 2007. The Reaper has a 950-horsepower engine and a nearly 4,000-pound payload ? more than enough capacity for crypto-enabled systems which, like all electronics, had shrunk in size and weight.

The problem was that, by then, the military had?rushed to the battlefield hundreds of?Remotely Operated Video Enhanced Receivers, or?Rovers ? rugged, laptop-sized receivers with screens for watching drone footage. And those early version of the Rovers were developed and distributed so fast, the military once again left the crypto off. ?It could be both intercepted (e.g., hacked into) and jammed,? e-mails an Air Force officer with knowledge of the program.

Which mean the Pentagon was stuck, for a time. The military couldn?t replace the old CDL waveform with something encryptable until the Rovers ? and the radio transmitters aboard the Predators ? could handle such a signal.

Eventually, the Rovers began to be swapped out for newer models. The latest version, the ?Tactical Rover,? (.pdf) is about the size of an old-school mobile phone. It can use both the?Advanced Encryption Standard an the triple-Data Encryption Standard to secure video feeds. There are now about a thousand of the units in the military?s hands.

And now, the Predators and Reapers are starting to get enhanced radios, too. ?The fleet-wide upgrade begins later this year and carries on for several years,? says Major Mary Danner-Jones, an Air Force spokesperson. The service is spending $12 million on crypto-enabled?Vortex transceivers (.pdf).

That?s allowing a new, hardened waveform to be introduced throughout the Predator and Reaper fleet. The Air Force recently gave Predator-maker General Atomics Aeronautical Systems?a?$26 million contract to retrofit its cockpits to accept the carrier signal, among other enhancements.

The question is why hasn?t this happened sooner. After all,?the Navy installed multiple layers of encryption in their ?bots some time ago. Navy spokesman Jamie Cosgrove tells Danger Room that ?the vast majority? of naval UAS are encrypted ?? ?and have been since development.?

One source who works on developing Navy UAS, but is not authorized the speak on the record, explains why:??Standard unencrypted video is basically a broadcast to whoever can figure out the right carrier frequency, so essentially, we are simulcasting to battlefield commanders and the opposing force. If that opposing force knows we can see them and from where, they can take better evasive maneuvers.?

It?s possible that none of the militants America is trying today are as sophisticated as the ones who intercepted that UAS video in 2008. It?s possible that the value of such footage-from-above is so fleeting that extremists have never again bothered to grab it. But it?s worth noting that Predator and Reaper video is considered by the U.S. military to be classified information. And when U.S. commanders on the ground get into a firefight, the first call they usually make is for a UAS, so they can take a look at the battlefield through the eyes of a UAS.

Goldman's advice for Citi's new CEO: Sell, sell, sell - The Term ...

CitigroupFORTUNE -- Citigroup should dump its junk.

That's the advice of Goldman Sachs analyst Richard Ramsden for Citi CEO Michael Corbat, who took over the job two weeks ago. Ramsden says that delinquent home loans and other bad assets left over from the financial crisis have proven to be 10 times more toxic to Citi than to its rivals. His advice: Sell now.

The Goldman analyst suggests Citi (C) dump $80 billion in assets by the end of next year. That's about double the pace Citi's ex-CEO Vikram Pandit was on. Most of it is the junk left over from the financial crisis, bad loans and businesses like subprime lending and collecting mortgage payments that Citi wants out of.

MORE: America's best job creators are slowing down

But Ramsden also suggests that Citi might want to think about ditching bank branches as well. "[Citi's] U.S. consumer bank is less efficient than peers despite a superior branch footprint," wrote Ramsden in a recent report.

The question for Corbat is how to get rid of the bank's junk. He could spin it if off in one big pile. But Ramsden says that probably would require Citi to extend a big loan to the newly separate company, or for the bank to guarantee some of the assets, in order to make the new company solvent and attractive to investors. So that might not really get Citi off the hook. A better solution might be for Corbat to sell Citi's unwanted assets individually for whatever price he can get.

That was a strategy Pandit was reluctant to pursue, not wanting to cut prices and take losses. Indeed, part of the reason Pandit finally got booted was because its brokerage division ended up fetching much less than the bank thought. So Corbat might want to watch himself.

MORE: Meet Citi's new boss

But the earnings drag of holding onto the unwanted stuff might be outweighing the cost of dumping it. In the most recent quarter, Citi's return on equity, a key measure of bank profitability, was just over 8%. That compares to 13% for rival JPMorgan Chase (JPM) and 17% for Wells Fargo (WFC). Without the junky assets, Ramsden figures Citi's ROE would nearly double to 14%.

And Corbat might have an easier time selling now. A number of hedge funds have booked double-digit gains this year buying up subprime mortgage loans. The recent sale of the former subprime mortgage loan division of General Motors sparked a bidding war.

What's more, Citi's stock fell 90% under Pandit's watch. So Corbat should probably think about taking a different approach than his predecessor.

Still, in resurrecting Citi and its stock, Corbat got thrown another obstacle this week. Three of Citi's buildings, including two in its major complex in Tribeca, were damaged in Hurricane Sandy and the resultant flood in downtown Manhattan. One of the buildings, 111 Wall Street, might be inaccessible for months.

So much for Corbat's CEO honeymoon.

Some people find it hard to get to the top of search engine rankings, especially Google. No matter how hard they try, they just couldn?t quite get it. Some people find it easy as pie to get to the top, like in a blink of the eye.

Sure, some of the successful ones say their hire expensive, renowned expert SEO consultants to do the job. And in some cases that is true and the SEO consultants deliver. But for every successful SEO consultant that gets the job done, there are probably ten cases where the "experts" just fail to deliver.

And those at the very top of their game HIDE this secret, and won?t let just anyone else know about it because it will ABSOLUTELY DESTROY the SEO CONSULTANT field and WIPE OUT THE COMPETITION. It will put all those so-called SEO professionals out of a job!

They let a trusted software tool take care of the tedious tasks of analysis, research and calculation that can so bedevil the human mind. This tool makes their work so easy, simple and risk-free, soon SEO consultants might need to find a new career path!

Many of you know me as the SEO Guy. I do SEO for a living and have been helping a lot of websites to get their #1 ranking on search engines. Today, I am releasing my very own SEO plugin that has been helping me and my clients to optimize our On-Page factors!

We all know on-page SEO is important! Having excellent on-page factors give you the advantage to rank high in search engines without the need for excessive off-page works.

To illustrate how important On-Page SEO is, almost all SEO companies start a project optimizing On-Page factors FIRST. No matter the industry, the niche or the type of websites you have, on-page is always the #1 area you must look into, or there will be a big price to pay in lost revenue and income!

I do the same in my SEO Business. I always look at the On-Page factors first before I proceed with link building. If the on-page factors aren?t sorted out well, going after link building is just a waste of effort and time.

LG 42CS560

These days, you don't have to spent a lot of money for an HDTV. Budget screens are becoming less and less expensive, and you can pick up a solid 42-inch set for under $700 with relative ease. At that price, you'll have to makes some compromises, though. LG's CS560 series of 1080p CCFL-backlit HDTVs are barebones when it comes to features, but they offer excellent color reproduction and a very bright picture. The downside: Black levels aren't great, and shadow details suffer. But the 42-inch model we tested, the 42CS560, retails for just $629.99 (list), so it's tough to deny the price appeal.

Design
As a budget set, the 42CS560 won't win any points for good looks. It's flat, plain, and black, with a bezel that measures 1.5 inches around the screen and a thickish 3-inch profile. It's 29.5 pounds and can be easily mounted on a wall, but doesn't keep a particularly low profile. A small, nearly invisible row of touch-sensitive controls sit on the lower right corner of the bezel, controlling power, volume, channels, and menu navigation, though you'll likely be using the simple remote most of the time. Around back, there are just two HDMI ports, component and composite video inputs, and an Ethernet port. A single USB port sits on the side, making it the only port you can conveniently access while the screen is mounted on a wall.?

The 7.2-inch remote has plain rubber buttons and isn't backlit. You get four color buttons for various contextual uses, and the SimpLink button provides access to the TV's DLNA feature. It's a big departure from the remotes on LG's high-end HDTVs, which often come in pairs; one long, sleek conventional remote and one motion-sensing magic wand.

You won't find any online services or other extra features on the 42CS560. It supports DLNA through Ethernet so you can play media from computers and other devices over your home network, and has a tuner so you can watch over-the-air or basic (clearQAM) cable without any extra devices, but that's it. Again, it's a strictly barebones HDTV.

Performance
We test HDTVs with DisplayMate test patterns, SpectraCal's CalMAN software, and a Konica Minolta CS 200 Chroma Meter. While the 42CS560 suffers in black levels, it gets very bright and its color accuracy out of the box is excellent. In our tests, after basic contrast and brightness calibration, the 42CS560 displayed 335.48 cd/m2?(candelas per square inch) peak brightness. However, at those settings, it only reached a black level of 0.34 cd/m2, a very poor showing for any type of HDTV. Cranking the backlight down cut the black level to a still-poor 0.17 cd/m2, but it cut peak brightness in half as well. You might be able to coax the blacks darker, but the contrast won't differ much from the tested 987:1 contrast ratio we measured. Our Editors' Choice budget HDTV, the 720p plasma?Samsung PN51E490B4F, reached a much better, but still mediocre 0.08 cd/m2. If you want dark black levels, look elsewhere, but you probably won't find levels lower than 0.05 cd/m2?without spending upward of $1,000.

The 42CS560 fares much better in color response. Out of the box, with color temperature set to Warm, blues and reds were nearly perfect and green registered as only slightly cool. As the CIE color measurement chart below shows, the screen shows colors that are very close to ideal (the circles represent the recorded colors, and the squares represent the ideal levels). If the colors seem slightly off to you, the 42CS560 has a plethora of advanced color options, including individual saturation and tint settings for six color channels.

LG 42CS560

I watched?Piranha?on Blu-ray on the 42CS560, and while the bright, vibrant colors looked good during the party sequences above the water, the poor black levels hurt the dark scenes under the water. Deep reds and bluish greens of the blood and water made the scenes above pop, but in the murky deeps shadows looked pale and uninspiring.

As a CCFL-backlit LCD HDTV, the 42CS560 is a bit of a power hog. With no energy saving features enabled, it consumes 136 watts, high for its size. With energy saving set to Medium, it consumes a more modest 80 watts while keeping the screen bright enough to be comfortably watched. The Auto and Maximum energy saving modes cut the power down to 60 watts, but made the screen slightly too dark. In comparison, the?Sony KDL-46EX750??LED-backlit LCD HDTV consumes only 67 watts with no power saving features turned on and 48 watts with power saving enabled.?

Overall, the CS560 series offers excellent color reproduction, but its poor black levels keep us from recommending it wholeheartedly. While it offers a 1080p picture for a very low price, you're also getting a serious lack of features, few HDMI ports, and sketchy shadow detail. The 720p, 51-inch Samsung PN51E490B4F plasma remains our Editors' Choice for budget HDTVs, with darker black levels and 3D support with glasses for nearly the same price. If you can spend a bit more, the Vizio E601-A33 offers a much more full-featured experience with online services, built-in Wi-Fi, and a larger, 60-inch panel at about $1,000.

Media Release 7 ? Paula Bennett's One-Size-Fits-All Approach ...

Media Release ? Paula Bennett?s One-Size-Fits-All Approach Leaves Parents With No Options

October 26, 2012

Palmerston North, NZ ? Parents will be left with no options under the new Social Security (Benefit Categories and Work Focus) Amendment Bill, says Barbara Smith of the Home Education Foundation (HEF) of New Zealand.

Under international human rights instruments and the Care of Children Act 2004, section 16, parents have the right to make important decisions for their children, including where and how the children will be educated and what medical treatment they will receive.

?The ?Social Obligations? in this bill prevent parents from making their own decisions about health and education,? says Mrs Smith. ?Under the bill, parents will be forced to send their preschoolers to an approved Early Childhood Education (ECE) provider, register them with a GP, and attend all the core Well Child checks.?

In a letter to the Home Education Foundation dated 25 October 2012, Minister for Social Development Paula Bennett stated, ?I know that most beneficiary parents are acting in the best interests of their child and engaging in appropriate services.? According to Ms Bennett, the most disadvantaged families in the benefit system are the ones that fail to ?engage in appropriate services.?

?If Paula Bennett knows that most beneficiary families act in their child?s best interests, why is she making ECE compulsory?? Mrs Smith asks.

?The answer is that she believes ?engaging in appropriate services? is a measure of whether families are ?disadvantaged? or not.

?What about the families who want to opt out of ECE and Well Child checks, providing education at home and quality health care from providers they choose themselves? They?re going to be labeled ?disadvantaged? and ?vulnerable?, simply for not following the government programme.?

Paula Bennett assures beneficiary parents that Work and Income will ?engage and support parents to meet their obligations? for a six to eight week period before levying the 50% sanction and?if the family appears problematic?calling CYF.

?Families don?t want six to eight weeks to get sorted out,? says Mrs Smith. ?They want to keep their preschoolers home from ECE. They want to home educate their children.

?What about parents? right to choose the education their children receive??

Mrs Smith emphasises that this is not just the law of the land but also a fundamental human right.

?It?s the parents? responsibility to choose their child?s education. The Universal Declaration on Human Rights states that parents have a ?prior right? to choose how their child will be educated. The Care of Children Act states that parents have the right to determine ?where, and how, the child is to be educated?. Thousands of Kiwi parents want to exercise this right to educate their children at home, including in preschool.

?This bill will result in significant hardship for parents who want to choose to educate their children. These parents do not want to be ?supported and encouraged? to comply with social obligations. They do not want to ?engage in appropriate services? because they believe they can provide superior services. They do not want free ECE, although they pay for it with taxes. They do not want free health checks. They do not want to be supported, encouraged, lectured, or harassed to do anything.

?They just want the freedom to do what they know is right.?

Mrs Smith encourages all concerned Kiwis to make a submission to the Select Committee by the deadline on November 1. Ms Bennett?s letter 2nd letter from Paula Bennett to Barbara Smith and materials for writing a submission can be found at www.hef.org.nz.

SiriusXM Town Hall With NFL Commissioner Roger Goodell And Michael Strahan On SiriusXM NFL RadioGetty Images

Saints linebacker Jonathan Vilma didn?t want Commissioner Roger Goodell to preside over the internal appeal of Vilma?s suspension.? Vilma got his way.

Now, Vilma doesn?t want Goodell?s designee to preside over the internal appeal of Vilma?s suspension.? Vilma may get his way.

Ultimately, Vilma wants Judge Helen Berrigan to appoint the arbitrator.

?In appointing Tagliabue, Goodell has shown beyond any doubt that he simply cannot be allowed to appoint the arbitrator to adjudicate this matter,? Vilma?s lawyer, Peter Ginsberg, writes in his most recent legal filing, ?and the time has come for the Court to appoint a person who can fairly and impartially resolve the instant dispute according to the standards demanded by federal law.?

In attacking the appointment of Tagliabue, Vilma points to various factors that have been mentioned here in recent days.? Tagliabue works for Covington & Burling, the law firm that represents the NFL in the bounty litigation and other matters.? In 2010, the NFL paid Covington & Burling more than $3.8 million in fees.? In 2010, Tagliabue received $1 million in base compensation from the NFL, along with $7.583 million in deferred compensation and retirement benefits.

Vilma also explains that that, on October 22, he requested more information about money paid to Tagliabue and Covington & Burling since Tagliabue?s tenure as Commissioner ended, along with details regarding legal services provided by Covington & Burling to the NFL and its teams.? Vilma contends that the NFL refused to provide the information.

?Tagliabue cannot serve as an impartial arbitrator without compromising Covington & Burling?s and his representation of Goodell and the NFL,? Ginsberg writes.? ?Any arbitration award short of a total affirmation of Goodell?s punishment conflicts, ostensibly at least, with what is the NFL?s best interests.? Likewise, any arbitration award challenging or rejecting Goodell?s conduct in this matter could jeopardize Goodell?s position in the pending defamation case.? If Tagliabue finds ? as he should ? that Goodell imposed discipline without basis, it follows that Goodell?s comments concerning the purported Bounty Program were reckless or in disregard of the truth.? Tagliabue thus would be in a position of issuing an award that exposes his client to liability for defamation.?

Though the NFL will respond by pointing to the fact that lawyers like Jeff Pash, who works in-house for the league, have served in this same capacity in the past, the fact that Tagliabue has a relationship with a firm that has a lucrative, ongoing, attorney-client relationship with the league creates the appearance of potential impropriety, which usually is enough to trigger judicial intervention.

Either way, we?ll have an answer by next week.? And it won?t be a surprise if Judge Berrigan disqualifies Tagliabue.

If you appreciate what they do, feel free to donate your spare change to help feed them on the weekends. After selecting the amount you want to donate from the menu, you can continue by clicking on PayPal logo.
